Strengthening Protection for Vulnerable Groups, DP3AP2KB Sleman Partners with YKPI to Address Domestic Violence to Digital Vulnerability

SLEMAN – The Office of Women’s Empowerment and Child Protection, Population Control and Family Planning (DP3AP2KB) of Sleman Regency has opened a strategic collaboration with the Indonesian Justice and Peace Foundation (YKPI). This synergy aims to strengthen the protection system for vulnerable groups amidst the challenges of regional budget efficiency in 2026.

In a hearing held at the DP3AP2KB Sleman office on Tuesday (3/3/2026), both parties discussed the integration of women’s empowerment programs and handling of child violence down to the village level. This issue has become crucial considering the local office’s budget has been adjusted by up to 76 percent.

The Head of DP3AP2KB Sleman, Dr. Novita Krisnaeni, M.P.H., welcomed the initiative of YKPI which offers long-term mentoring programs at the grassroots level. She emphasized that collaboration with strategic partners is key to ensuring that protection functions continue to run optimally despite fiscal constraints.

“We are very open to collaboration. This year, the role of partners like YKPI is crucial in driving prevention and handling functions in the community,” said Dr. Novita, accompanied by the working teams from the Women’s Sector and the Women’s Quality of Life Sector.

Optimization of the PPA Task Force at the Village Level

So far, Sleman Regency has built a tiered protection system, starting from Domestic Violence Elimination (PKDRT) cadres at the village level, forums at the district level, to the PPA Technical Implementation Unit at the regency level.

One of its flagship programs is the development of Women-Friendly and Child-Caring Villages (KRPPA). Currently, 68 villages in Sleman have achieved KRPPA status, with the remaining 18 villages targeted to follow suit in the near future.

However, Dr. Novita acknowledged that implementation in the field still faces challenges, especially regarding the function of the Family Service Post (PUSPAGA) which is not yet evenly active. “We want the PPA Task Force in the villages to really work, not just administratively. They must understand the handling procedures when receiving reports, instead of being apathetic,” she asserted.

Findings of Complex Problems: From Domestic Violence to Online Loans

On that occasion, YKPI presented the results of initial assessments in two assisted villages, Minomartani and Purwomartani Village. A number of complex issues were identified, ranging from cases of domestic violence, sexual violence, child marriage, to reproductive health issues.

Interestingly, YKPI also highlighted the phenomenon of digital vulnerability. Cases were found of elderly people trapped in online loans due to low digital literacy, as well as threats of online gambling and pornography targeting children. On the other hand, persons with disabilities still often face social stigma that hinders their participation.

“The village government in Minomartani is very open. They are asking for assistance for real implementation, not just for competition purposes. This is a great opportunity for us to carry out inclusive interventions,” revealed a YKPI representative.

Action Plan and Supporting Facilities

In response to these findings, YKPI is offering a three-year sustainable mentoring program. Its main focus includes ecological issues, gender equality and social inclusion (GEDSI), and the prevention of Gender-Based Violence (GBV). Education for young people will also be strengthened through digital spaces to minimize the negative impacts of the internet.

As a form of concrete support, DP3AP2KB is offering the SIMOLING (Mobile Car) facility to support YKPI’s outreach activities in the field. This service car can function as a discussion space for residents as well as a counseling service and direct report reception.

This collaboration is expected to change public perception so that they dare to report violence. DP3AP2KB and YKPI agree that the protection of children and women cannot be done partially, but must address the root of the problem in family and social environment relations.
